Kuwait Ratifies Defense Pact With Pakistan Amid Regional Threats

The Government of Kuwait ratified a strategic defense cooperation agreement with Pakistan on July 26, 2026, formalizing a pact originally signed in June 2023. The agreement establishes a framework for intelligence sharing, military training, logistics support, and the exchange of technical personnel. To manage the implementation, the respective ministries of defense from both nations will form a joint military committee to review annual cooperation plans.

Following the ratification, Kuwaiti Foreign Minister Sheikh Jarrah Jaber Al-Ahmad Al-Sabah visited Islamabad on July 28 to meet with Pakistan's Deputy Prime Minister and Foreign Minister Ishaq Dar. This visit coincided with reports that Kuwait is seeking to expand the partnership into a comprehensive security arrangement modeled after the Strategic Mutual Defense Agreement between Pakistan and Saudi Arabia. Kuwait specifically seeks the deployment of Pakistani fighter jets, drones, integrated air defense systems, and thousands of ground troops to bolster deterrence against regional missile and drone threats, including recent Iranian attacks on Kuwaiti infrastructure.

In exchange for these security commitments, Pakistan is negotiating for increased energy cooperation and investment to bolster its oil and fuel reserves. While Pakistani officials have ruled out the immediate deployment of combat troops to maintain diplomatic balance with Iran, the pact opens possibilities for Kuwait to acquire Pakistani-Chinese JF-17 Thunder aircraft. This strategic pivot reflects a broader trend among Gulf monarchies to diversify security partners and reduce reliance on the United States and NATO.
