Hong Kong reappointed Clement Cheung as the chief executive officer of the Insurance Authority for a three-year term. Cheung has led the regulator since July 2018, making him the longest-serving head of the watchdog since its establishment in 2015.
The reappointment comes as Beijing increases scrutiny of cross-border capital movements involving brokerages, banks, and insurers. This regulatory shift follows a period of rapid expansion for the Hong Kong insurance sector, which reported a 51% surge in new business value last year, reaching HK$331 billion.
Despite recent growth, the market has faced pressure. Insurance stocks declined after China increased taxation on interest and returns from prepaid life policies. Cheung stated that the watchdog is focused on maintaining a supportive business environment for insurers while safeguarding fair treatment and the interests of policyholders.
