Russian Regions Cut Military Death Benefits Amid Budget Deficits

Russian regional governments are slashing or eliminating death benefits for soldiers killed in Ukraine as budget deficits exceed 134 billion rubles.

Several Russian regional governments have reduced or eliminated death benefits for the families of soldiers killed in Ukraine to address severe budget deficits. The Accounts Chamber of the Russian Federation reported a combined regional budget deficit exceeding 134.2 billion rubles as of September 2026.

The Russian government has seen varying levels of cuts across its provinces. The Saratov Oblast reduced its one-time payment tenfold to 100,000 rubles on November 1, while the Belgorod Oblast reduced compensation threefold to 1 million rubles on October 30. The Smolensk Oblast cut payments to 700,000 rubles, and the Samara Oblast abolished its regional benefit entirely on October 15. In Stavropol Krai, authorities have postponed payments until 2027.

Beyond military benefits, regions including St. Petersburg and Krasnoyarsk Krai are reducing general social spending. These administrations are preparing mass layoffs of public-sector employees, including healthcare workers, to manage the financial shortfall.
