The crisis emerged when a planned $1 million ad buy failed to air due to unpaid invoices, revealing that the campaign had hundreds of thousands of dollars less than expected. Rodriguez fired her campaign manager, Kara Spencer, noting that double-counted contributions and undercounted expenses had left her with only $35,000 in cash and $150,000 in debt.

Rodriguez stated that the financial issues would be an "ongoing distraction" and that she could not allow the situation to become a "cloud over an election Democrats need to win." Her exit occurs less than a month before the August 11 primary to replace Governor Tony Evers.

Following the withdrawal, Milwaukee County Executive David Crowley announced he would rejoin the Democratic primary on July 19. Crowley had previously dropped out and endorsed Rodriguez. This reentry drew criticism from Darby O’Connor, campaign manager for candidate Mandela Barnes, who described the move as a "Hail Mary" that could act as a spoiler and benefit Republican candidate Tom Tiffany. Tiffany currently holds a significant fundraising advantage, having raised $8.7 million.
