UK to Introduce Digital Taper for Carer's Allowance

The UK government will introduce a digital taper system for carer's allowance to end the cliff edge rule for benefit payments.

The Government of the United Kingdom plans to introduce a digital taper system for the carer's allowance benefit in its upcoming budget. The reform targets the current cliff edge rule, which requires carers to forfeit their entire weekly payment of £86.45 if their weekly earnings exceed £204. This existing structure has frequently led to thousands of pounds in overpayment penalties for those who slightly exceed the earnings limit.

Unpaid carers have broadly welcomed the transition to a tapered system, which will gradually reduce benefits rather than cutting them off entirely. However, critics argue the measure is insufficient because it does not waive existing overpayment debts incurred by carers under the previous rules.

Implementation of the new system is not expected to be completed before 2030, leading to further concerns regarding the timeline for relief. The Department for Work and Pensions remains the agency responsible for managing the allowance and issuing penalties during this transition.
