ASEAN Leaders Adopt Energy Crisis Plan at Cebu Summit

The 48th ASEAN Summit, held from May 7 to 8, 2026, in Cebu, Philippines, focused on mitigating the economic fallout from the conflict between the United States, Israel, and Iran. Ferdinand Marcos Jr., serving as the bloc's chair, led the proceedings under the theme "Navigating Our Future, Together." To reflect the regional economic strain, the Philippines scaled down the event's pageantry and shifted over 600 preparatory meetings to virtual platforms.

Responding to the blockade of the Strait of Hormuz—which disrupted roughly 20 percent of the global oil supply—ASEAN leaders adopted a comprehensive contingency plan. This strategy includes diversifying crude oil sources, promoting electric vehicles, exploring civilian nuclear energy, and accelerating the ASEAN Power Grid. The bloc also pushed for the rapid ratification of the ASEAN Petroleum Security Agreement to enable emergency fuel sharing and discussed the potential creation of a regional fuel stockpile. Additionally, leaders issued a joint declaration to coordinate the safety and evacuation of over one million Southeast Asian nationals in the Middle East.

Beyond the energy crisis, the summit addressed regional security and diplomatic tensions. President Marcos Jr. brokered a trilateral meeting between Thailand and Cambodia, resulting in an agreement to normalize relations and advance a ceasefire over border disputes. The bloc also discussed the political crisis in Myanmar and the integration of Timor-Leste via the Cebu Protocol. To enhance maritime security in the South China Sea, the Philippines offered to host a proposed ASEAN Maritime Centre.
