Russia's Budget Deficit Hits 6.5 Trillion Rubles Through July

The Federal Government of Russia reported a widening budget deficit that reached 724 billion rubles in July, bringing the cumulative deficit for the first seven months of 2026 to 6.5 trillion rubles. This total represents 2.8% of the country's gross domestic product.

The deficit grew despite a 28% year-on-year increase in total budget revenue during July. This revenue surge was driven by an oil windfall resulting from the conflict between Iran, the United States, and Israel.

Escalating expenditures for the war in Ukraine are the primary driver of the fiscal gap. Government procurement spending rose 39% to 8.4 trillion rubles during the first seven months of the year. To manage these costs, Russian lawmakers approved amendments that allow the government to increase spending without revising fiscal law.

Finance Minister Anton Siluanov indicated that the government will raise the annual deficit target, which was previously set at 1.6% of GDP.
