US and Ukraine Sign Pact to Export Combat Drones

The Cabinet of Ministers of Ukraine and the United States Department of Defense signed a bilateral statement of intent to export Ukrainian combat drones to the U.S. for military testing and evaluation. This framework provides the U.S. military access to Ukrainian battlefield innovations as part of its Drone Dominance initiative, which simulates adversity to improve unmanned systems. Six Ukrainian companies received permission to export approximately 100 drones each.

While the agreement is not a production contract, it establishes a path toward joint manufacturing of Ukrainian drones on U.S. soil. As part of this expanded cooperation, the Ukrainian developer UFORCE signed a memorandum of understanding with the U.S. shipbuilder ReconCraft to manufacture MAGURA autonomous maritime drones in Oregon for potential U.S. Navy procurement. Additionally, the Ukrainian company Skyfall jointly produced the winning craft for the first round of the Drone Dominance competition.
