UK Relocates Haraka Storm Military Exercise to Tanzania

The Ministry of Defence of the United Kingdom cancelled the Haraka Storm military training exercise in Kenya and relocated the operation to Tanzania. Originally scheduled for September to November 2026, the exercise was moved after the Kenyan government failed to provide required licenses for activities in Laikipia.

The relocation follows prolonged tensions regarding the Defence Cooperation Agreement. Kenyan lawmakers have delayed ratifying the pact due to concerns that British troops remain subject to UK jurisdiction rather than Kenyan courts for crimes committed on Kenyan soil. This friction is compounded by parliamentary inquiries into allegations of environmental pollution, sexual misconduct, and deaths linked to unexploded ordnance, as well as pressure for accountability regarding the 2012 murder of Agnes Wanjiru.

Additionally, the Kenya Defence Forces recently restricted the British Army Training Unit Kenya from using private lands and conservancies in Laikipia, limiting available areas for live-fire exercises. While British officials stated the move does not signal the exit of the training unit from Kenya, the cancellation is expected to negatively impact local businesses in Laikipia that depend on the economic activity of British deployments.
