Surrey City Council Approves Student Housing and Mixed-Use Towers

The Surrey city council granted third-reading approval on July 27, 2026, for several major development projects across the city, including residential, educational, and childcare facilities. A primary highlight is the first on-campus student housing project for Kwantlen Polytechnic University in the Newton area. This $144 million eight-storey development at 12666 72 Avenue will provide 201 units and 359 beds, with rents set at least 10 per cent below market rates.

In addition to student housing, the council approved two mixed-use towers. One 31-storey tower in the Fleetwood area will replace a car sales lot and commercial building to add 358 residential units. A second 25-storey tower at 7086 184 Street will feature 226 dwellings. School District 36 Surrey expects the Fleetwood development to house approximately 30 school-aged children.

The council also approved two daycare proposals. One expands an existing residence at 15407 – 91A Avenue to accommodate 25 children. The second project at 12036 – 84 Avenue, designed for 46 children, faced opposition from Deb Jack of Surrey Environmental Partners. Jack argued that the project would destroy nine trees and claimed the development's graphics regarding future greenery were "quite misleading."
