UK Borrowing Hits £18.3 Billion in August Exceeding Forecasts

The UK government borrowed £18.3 billion in August, exceeding official forecasts and increasing fiscal pressure on Chancellor John Healey ahead of the October 28 Budget.

The Government of the United Kingdom borrowed £18.3 billion in August 2026, the second-highest level ever recorded for the month. Data from the Office for National Statistics shows this figure exceeded the Office for Budget Responsibility forecast by £3.5 billion and represents a £2.9 billion increase over August 2025. Total borrowing for the financial year to date has reached £77.3 billion, overshooting projections by £8.1 billion.

Rising inflation and debt interest payments, which hit a record August high of £8.8 billion, drove the surge. Market volatility and gilt sell-offs linked to the Iran war further increased borrowing costs. Consequently, a KPMG report indicates the government's fiscal headroom has shrunk from £23.6 billion to approximately £12 billion. To mitigate debt pressures, the Bank of England has suspended bond sales until April 2027.

Chancellor John Healey faces significant pressure to maintain fiscal discipline before the October 28 Budget while balancing commitments to increase defense spending to 3% of GDP by 2030. The Treasury is reportedly considering tax measures such as adjusting capital gains tax, increasing bank taxes, and lowering the mansion tax threshold to £1.5 million.

Chief Secretary to the Treasury Emma Reynolds defended the government's commitment to fiscal discipline to deliver growth. Conversely, Shadow Chancellor Andrew Griffith accused the administration of losing control of public finances, stating that the government has overshot debt forecasts by an extra £8 billion.
