UN General Assembly Adopts Pandemic Preparedness Declaration

The United Nations General Assembly adopted a non-binding political declaration on pandemic prevention and response despite opposition from the United States, Israel, and Argentina.

The United Nations General Assembly adopted a non-binding political declaration on pandemic prevention, preparedness, and response on October 13, 2026. The resolution passed with 153 votes in favor, two abstentions from New Zealand and Paraguay, and three votes against from the United States, Israel, and Argentina. The vote followed a failed attempt to reach consensus in September due to U.S. objections.

The declaration frames pandemic preparedness as a combined health, development, economic, and security imperative. It calls for increased global cooperation, investment in resilient health systems, and the adoption of a One Health approach linking human, animal, and environmental health. The text specifically highlights a $15 billion annual funding gap and the need to address inequalities in vaccine and treatment access exposed by COVID-19.

World Health Organization Director-General Tedros Adhanom Ghebreyesus welcomed the commitment but urged member states to translate the agreement into action. A critical remaining hurdle is the Pathogen Access and Benefit-Sharing (PABS) annex; the WHO Pandemic Agreement cannot be opened for signature until member states resolve these stalled negotiations. The outcome of the PABS talks is scheduled for consideration at the World Health Assembly in May 2027 or earlier.
