EU and UK Near Carbon Emissions Market Linkage Deal

The European Union and United Kingdom are finalizing an agreement to link their carbon emissions trading markets to reduce business compliance costs and trade charges.

The European Union and the United Kingdom are nearing a deal to link their carbon emissions trading markets, with a potential announcement scheduled for a November 20 summit. The agreement would allow companies to use permits from either system to meet regulatory obligations, which would reduce compliance complexity and potentially eliminate carbon border charges on qualifying trade.

Negotiators have reached consensus on emissions limits, permit supply controls, and free allowances, although rules for financial derivatives remain unresolved. Under the proposed framework, British emissions caps would be recognized through 2030. Following that period, annual UK permit issuance would be limited to 7.1% of the EU system's supply, and the UK would establish a market stability reserve of at least 29.5 million allowances.

Final implementation of the linkage depends on approval from the European Parliament and EU member states. The deal is also linked to separate ongoing arrangements regarding agricultural trade standards and youth mobility.
