US Navy Launches Robotics Center to Standardize Unmanned Tactics

The United States Navy established the Robotics and Autonomous Systems Warfighting Development Center (RASWDC) on September 24, 2026, at Joint Expeditionary Base Little Creek-Fort Story in Virginia. The center serves as an Echelon 3 organization under U.S. Fleet Forces Command, tasked with consolidating the operational integration of unmanned systems across air, surface, and undersea domains.

RASWDC focuses on the operational employment of autonomous technology, including the development of combat tactics, techniques, and procedures. It will test emerging systems under stress and in degraded communication environments to determine combat readiness. This operational role complements the Direct Reporting Portfolio Manager for Robotic and Autonomous Systems (DRPM RAS), which manages acquisition, budgeting, and technical standards. Together, these entities create a feedback loop between developers and operators to ensure systems are reliable before deployment.

Chief of Naval Operations Adm. Daryl Caudle emphasized that the center is a critical bridge to move beyond prototypes toward actual combat power, which requires trained sailors and reliable networks. The initiative aligns with Caudle's "Fighting Instructions" framework and a hedge force strategy that pairs unmanned systems with manned platforms. Rear Admiral Melvin Smith, the inaugural commander, stated the center's purpose is to connect existing Navy expertise and provide a single home for autonomous efforts without absorbing the responsibilities of existing fleet units.
