Auckland Council Proposes First Congestion Charging Scheme

The Auckland Council has proposed three options for New Zealand's first congestion charging scheme to address annual traffic costs estimated at $2.6 billion. The proposals include a City Centre Cordon with fees between $2 and $4, a City Fringe Cordon covering Newmarket and Newton with fees from $2 to $6, and a motorway-based plan covering core routes from the Harbour Bridge to Point Chevalier and Mt Wellington with fees up to $7.

The motorway option is expected to offer the highest time savings, reducing trip durations by up to 12 minutes, and is the plan most likely to receive support from Mayor Wayne Brown. Public consultation on these options is scheduled to begin in November 2026, with a final decision and ministerial approval anticipated in 2028. Implementation could occur by 2030 or 2031.

Councillors Shane Henderson and Andy Baker have called for the government and council to commit to public transport improvements, such as the Northwest Busway, to ensure equitable access for residents in areas like West Auckland.
