A joint advisory from the FBI, NSA, and CISA alleges that Chinese companies have employed distillation techniques to mimic U.S. AI models at an industrial scale. National security concerns focus on China's deployment of AI for cognitive manipulation, clandestine cyber warfare, and the development of autonomous weapons. Unlike the U.S., which adheres to human-in-the-loop protocols for lethal force, China is viewed as more likely to deploy fully autonomous systems at scale.
U.S. officials emphasize that maintaining leadership is essential to prevent a shift in the global order. Treasury Secretary Scott Bessent warned that the stakes are existential, stating, "There is no day after tomorrow if China wins at this."
