US Data Center Development Shifts to Rural Markets
Data center developers are moving projects to rural states to avoid power constraints and land costs despite growing community opposition over resource consumption.
Data center development in the United States is migrating from traditional hubs like Northern Virginia toward rural and emerging markets. Developers are increasingly targeting Texas, Oklahoma, Kentucky, North Dakota, South Dakota, and the Southeast to secure larger tracts of affordable land, bypass power constraints, and operate under less burdensome zoning restrictions.
This expansion has triggered significant community pushback, particularly in Texas, where residents cite concerns over noise, unfair local tax discounts, and the loss of agricultural land. Opponents also point to the excessive consumption of water and electricity required to sustain these facilities.
Michael Jewell and other proponents argue that the shift is driven by the necessary digitization of medical and legal records, artificial intelligence, and Bitcoin computation. They contend that modern facilities utilizing closed-loop cooling systems reduce water waste and can stabilize the power grid by siphoning electricity during surpluses and using onsite generators during periods of strain.
The long-term viability of these emerging markets depends on regulatory certainty and the ability of grid operators, such as PJM Interconnection and the Electric Reliability Council of Texas, to manage interconnection queues and infrastructure build-outs. A central debate persists regarding whether these large-load projects should finance transmission upgrades to prevent residential ratepayers from bearing the cost.
