North Korea Warns South Korea Is Decisive Target for Retaliation

The Government of North Korea warned on September 25 that South Korea would become a "decisive target" for collective retaliation if it continues to serve as a central hub for a United States-led collective defense system. The threat was issued through both the Ministry of Foreign Affairs and a commentary published by the state-run Korean Central News Agency.

Kang Chol Su of the Institute for Enemy State Studies accused the United States of using South Korea as a base to pursue global hegemony and as a platform for deploying forces into overseas conflicts. Kang specifically criticized joint military drills and troop deployments, citing remarks from the commander of United States Forces Korea. Pyongyang stated it has prepared countermeasures and intends to "ruthlessly crush" any challenges to its security.

This escalation follows increasing military cooperation between Seoul and Washington. The United States currently maintains approximately 28,500 military personnel in South Korea to deter North Korean aggression. Pyongyang asserted that any efforts to strengthen a U.S.-led military network involving South Korea would result in severe consequences for regional security.
