Mexico Files Criminal Complaints After ICE Shooting in Houston

The Mexican government is pursuing criminal charges in the U.S. after ICE agents fatally shot Lorenzo Salgado Araujo during a Houston enforcement operation.

An Immigration and Customs Enforcement (ICE) agent fatally shot Lorenzo Salgado Araujo, a 52-year-old Mexican national, during a targeted operation in Houston on July 7, 2026. The U.S. Department of Homeland Security (DHS) claims the agent acted in self-defense after Araujo rammed a vehicle and attempted to run over an officer. However, three witnesses in the van dispute this account, alleging that agents in unmarked vehicles surrounded them and shot Araujo through a passenger window while he moved slowly through a construction zone.

Following the shooting, DHS admitted that Araujo was not the intended target of the operation but merely resembled the target. The incident sparked mass protests in Houston and Austin, with over 1,000 demonstrators demanding transparency and the release of three witnesses currently detained by ICE. Democratic lawmakers and the League of United Latin American Citizens have called for an independent investigation, noting that the officers involved were not wearing body cameras.

In response, Mexican President Claudia Sheinbaum announced that her government will bypass diplomatic channels to file criminal complaints with U.S. prosecutors. This legal action covers 17 deaths of Mexican nationals in U.S. custody or during operations since January 2025. Mexico also intends to file civil lawsuits against private companies operating detention centers. While the FBI and DHS Office of Inspector General are conducting federal probes, Harris County District Attorney Sean Teare has launched a separate state-level investigation.
