Ukraine Accuses Russia of Executing Hundreds of Prisoners

The Government of Ukraine alleges that Russian forces have systematically executed over 900 prisoners of war as part of a deliberate Moscow policy.

The Government of Ukraine alleges that the Russian army has executed hundreds of prisoners of war since the 2022 invasion. Ukrainian intelligence officials report tracking more than 900 military personnel killed across over 340 incidents, including summary executions and beheadings. These claims include reports from February 2024 in Avdiivka, where soldiers such as Andriy Dubnytsky were allegedly executed after capture.

Ukrainian intelligence suggests the Wagner Group helped establish the pattern for these crimes. The Office of the Prosecutor General of Ukraine has opened 116 investigations into 306 servicemen. A United Nations report recently verified 129 executions and warned of a marked increase in such cases.

The Federal Government of Russia systematically rejects all accusations of war crimes, instead claiming that Ukraine has committed similar atrocities. Judicial proceedings in Ukraine remain limited, with only five Russian soldiers convicted to date due to restricted access to combat zones.
