Veniamin Kondratyev, Governor of the Krasnodar Region, described the event as a deliberate attack by the Kyiv regime on civilians with no connection to military infrastructure. However, Andriy Kovalenko of Ukraine's Center for Countering Disinformation asserted that the drone was shot down by Russian air defense forces, which caused it to fall onto the beach full of vacationers.

Eyewitnesses reported hearing gunfire immediately before the explosion. Video analysis and Ukrainian sources suggest the drone may have lost control due to electronic warfare or overshot its intended target, such as the Novorossiysk Naval Base or a radar installation. Ukrainian officials maintained that their weapons are used exclusively against Russia's military-industrial and economic structures.
