World leaders began the high-level debate of the United Nations General Assembly in New York on September 22. The United Nations managed the session according to established practices that prioritize heads of state, heads of government, and foreign ministers while maintaining geographical balance.

Following a tradition established in 1947, Brazil opened the session as the first speaker. The country assumed this role after volunteering when other nations declined to lead during the organization's early years. The United States spoke second in its capacity as the host country.

While the United Nations requests that speakers limit their statements to 15 minutes, government officials may speak for any length of time. No written rule mandates the specific order of the first two speakers, but the sequence remains a consistent practice for the assembly.
