Ghana to Launch US$10 Billion New Economy Agenda
Finance Minister Cassiel Ato Forson will present a 2027 budget focused on job creation and a US$10 billion investment program to drive inclusive growth.
Finance Minister Cassiel Ato Forson will present the 2027 Budget Statement and Economic Policy to Parliament on November 12, 2026. The budget introduces the New Economy Agenda, marking a strategic transition from macroeconomic stabilization toward productivity, job creation, and inclusive growth.
A central pillar of this shift is the New Economy Programme, a US$10 billion investment initiative spanning 2027 to 2030. Announced by President John Dramani Mahama, the program aims to strengthen domestic production, local processing, and exports. Dr. Forson stated the budget will specifically target employment for youth, increased earnings for farmers, and a more supportive environment for local enterprises.
This policy pivot follows a period of economic recovery. The Ghana Statistical Service reported 6 percent growth in 2025, with inflation falling to 5.4 percent by December of that year. Additionally, Ghana completed a three-year, US$3 billion International Monetary Fund Extended Credit Facility programme in July 2026. The upcoming fiscal plan will detail resource allocations for agriculture, agribusiness, industrialization, and private-sector development to convert these macroeconomic gains into improved living standards for citizens.
