UK Government Reviews BBC Funding Amid Streaming Petition

The Department for Digital, Culture, Media and Sport is reviewing the BBC licence fee following a petition opposing its extension to streaming subscribers.

The Department for Digital, Culture, Media and Sport responded on November 2 to a petition signed by 18,418 people opposing the extension of the BBC licence fee to subscribers of rival streaming services. Campaigner Alec Burns argued that expanding the fee during a cost-of-living crisis is "wholly unacceptable."

In its response, the government stated it is keeping an open mind regarding the future funding of the BBC. Ministers are currently reviewing feedback from a public consultation on the BBC Charter Review Green Paper. The review comes as TV licence numbers have declined by three million since 2017/18, a trend the government attributes to shifting audience viewing habits.

Potential funding options under consideration include increasing commercial revenue, improving operational efficiency, and reforming the licence fee itself. While the government described the BBC as a "vital national institution," it has not confirmed whether streaming subscribers will eventually be required to pay. A White Paper detailing the final funding plans is expected by the end of 2026.
