High Court Grants Review of TfL Licence Delays

The High Court has granted a full judicial review hearing for Julius Mugabo, an Uber driver suing Transport for London (TfL) over systemic delays in renewing private hire vehicle licences. Mugabo alleges that TfL failed to process his renewal by the March 2026 expiry date, leading to severe financial hardship. He reports that a tax debt grew from £3,000 to £20,000 due to interest and that he faced threats of eviction from his landlord.

Mr Justice Sweeting authorized the hearing, stating the delay caused "immediate and serious consequences" for Mugabo and his family. TfL has admitted that the processing of the application did not meet its usual standards.

The Independent Workers’ Union of Great Britain (IWGB) is supporting the legal challenge. The union claims that approximately 18,000 drivers have been affected by similar systemic delays, with many receiving small goodwill payments between £300 and £500 from the transport authority.
