Canada Evaluates Extension of Foreign Homebuyer Ban

The Government of Canada is considering whether to extend or modify the ban on foreign homebuyers before the policy expires on January 1, 2027.

The Government of Canada is evaluating whether to extend or modify the ban on foreign homebuyers before the current policy expires on January 1, 2027. Finance Minister François-Philippe Champagne stated that the government is considering all options to ensure a higher stock of housing opportunities for Canadians.

Originally introduced in 2023 to combat pandemic-era price surges, the ban includes exemptions for land intended for development and multi-unit buildings. The review occurs as the national benchmark price has fallen roughly 20 per cent from its peak following interest rate hikes by the Bank of Canada.

While the policy remains popular with the public, some economists argue it has hindered new construction by restricting foreign capital and complicated the recruitment of international talent. To address these concerns, the government is examining international models, including an Australian approach that allows foreign nationals to purchase only newly built homes.
