Reserve Bank of India Standardizes Loan Pricing and UCB Licensing

The Reserve Bank of India announced a standardized loan pricing framework and the resumption of on-tap licensing for urban co-operative banks.

The Reserve Bank of India announced a series of regulatory updates on Wednesday during its Statement on Developmental and Regulatory Policies, alongside a decision to maintain the key policy repo rate at 5.25%. The central bank will resume issuing licenses for Urban Co-operative Banks on an 'on-tap' basis, ending a pause that lasted more than 20 years. Draft guidelines for this framework will be released soon following a January 2026 discussion paper.

Governor Sanjay Malhotra proposed a new framework to harmonize and standardize interest rates on advances for all regulated entities, including banks and non-banking financial companies. The initiative aims to eliminate divergent market practices, such as benchmark reset dates and day count conventions, to improve loan pricing transparency and monetary policy transmission.

Additionally, the central bank will review concentration risk management norms for Rural Co-operative Banks, which have been based on 2008 instructions, to support a more vibrant sector. A revised deposit rate framework will also take effect on October 1, 2026. This new rule prohibits banks from offering different interest rates for similar deposits at different branches on the same day and mandates the daily disclosure of bulk deposit rates by 10:10 am.
