US Treasury Eases Financial Rules to Support Venezuela Reconstruction

The US Department of the Treasury issued a policy allowing US financial institutions to provide authorized services in Venezuela to facilitate economic reconstruction.

The United States Department of the Treasury issued an enforcement policy on July 27, 2026, designed to reconnect Venezuela to the U.S. financial system. The measure aims to facilitate economic reconstruction by reducing regulatory uncertainty and encouraging American investment in large-scale projects.

Under the policy, the Financial Crimes Enforcement Network will generally refrain from supervisory or enforcement actions against U.S. financial institutions that provide authorized Venezuela-related services. This relief is contingent on institutions making reasonable efforts to comply with anti-money-laundering requirements.

The policy targets the tendency of banks to refuse transactions in high-risk jurisdictions, which has historically hindered investment. Specific Venezuela-related activities supported by this Treasury policy must be authorized by the Office of Foreign Assets Control. The enforcement policy is scheduled to remain in effect until at least January 29, 2027.
