The French Republic faces these market pressures as it approaches a presidential election. The situation is exacerbated by a perceived decline in the capacity or willingness of the Federal Government of Germany to underwrite neighboring eurozone economies. Similar vulnerabilities are noted in Spain, where a minority government recently called a snap election while maintaining a debt-to-GDP ratio of 100%.

The European Central Bank maintains the Transmission Protection Instrument to counter disorderly market pressures. However, the use of this tool depends on policy compliance and fiscal sustainability. This creates a tension between the risk of transmitting financial stress across the monetary union and the risk of moral hazard, where unconditional support might discourage necessary fiscal repairs.
