UK Government Prioritizes Job Creation in Public Sector Contracts

The Government of the United Kingdom is restructuring the rules for awarding public sector contracts to prioritize regional job creation and skill development over previous environmental and progressive value targets. Under the new guidelines, public sector buyers will double the weight given to social value considerations, increasing its influence on decision-making from 10% to 20%.

Priority will be given to companies that create local jobs paying above the minimum wage, provide training, and support specific vulnerable groups, including care leavers, individuals with long-term health conditions, and young people not in education, employment, or training. To maintain competition for smaller firms, contracts valued at less than £1 million are exempt from these specific requirements.

First Secretary of State Louise Haigh described the policy as a move to replace a tick-box exercise with tangible benefits for local communities. However, the shift has drawn criticism from environmental organizations. Greenpeace UK, Friends of the Earth, and Green Alliance argued that job creation should not come at the expense of climate and sustainability goals, with Green Alliance stating that removing sustainability requirements is not the appropriate solution for youth unemployment.
