Saudi Arabia and China Sign Open Source AI Pact
The Programmers Association and Shanghai Services Federation AI Committee signed a memorandum to co-develop open-source ecosystems and accelerate artificial intelligence adoption in Saudi Arabia.
The Programmers Association (Parmg) hosted the 2025 Saudi-China Open Source Forum on November 11, 2025, at The Garage in Riyadh. The event, supported by the China OSS Promotion Union, convened technologists and enterprises from both nations to discuss digital transformation and the role of artificial intelligence in achieving the goals of Saudi Vision 2030.
A primary outcome of the forum was the signing of a Memorandum of Understanding between Parmg and the Shanghai Services Federation AI Committee. The agreement focuses on the co-development of open-source ecosystems, the acceleration of AI adoption, and the cultivation of technical talent.
Chairman of Parmg AbdulAziz AlOraij opened the forum, stating that the event builds a practical bridge for collaboration on Riyadh's ground for innovation. The forum included product exhibitions and technical sessions from Chinese firms, including China Mobile, ZTE, and Inspur.
