Governor Kehoe Forms Task Force After Missouri Child Welfare Probe

Governor Mike Kehoe signed an executive order establishing the Missouri Child Welfare Task Force to develop unified safety standards and review policy gaps. The task force must submit its findings by November 15, 2026, and will dissolve at the end of the year.

The move follows a legislative hearing on Wednesday where lawmakers questioned Missouri Children's Division Director Sara Smith regarding systemic failures, including a 40% front-line staff turnover rate and severe understaffing. The probe was prompted in part by the June 6 death of Korbin Papadopoulos, a 17-year-old with autism and type 1 diabetes, who died of diabetic ketoacidosis after being placed with an unlicensed foster parent.

Lawmakers criticized the agency's "all hands on deck" approach to emergency placements as chaotic and lacking accountability. Director Smith acknowledged that internal assessments showed a lack of understanding among staff regarding safety and risk assessment. In response, the agency is restructuring investigative teams to centralize supervision and create specialized career pathways to improve workforce tenure.

Testimony during the hearing also highlighted extreme delays in abuse investigations. One family reported that a Children's Division investigation took 381 days to reach an unsubstantiated conclusion, while a parallel Missouri State Highway Patrol investigation concluded the same in 71 days.
