UN Official Calls for Immediate Ukraine Ceasefire
Rosemary DiCarlo urged Russia and Ukraine to implement an unconditional ceasefire to prevent regional spillover and further civilian casualties.
United Nations Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo called for an immediate, full, and unconditional ceasefire in Ukraine during a Security Council briefing on September 23, 2026. DiCarlo warned that the conflict has entered a dangerous new phase marked by intensifying daily attacks and a heightened risk of regional spillover.
Presenting data from the Office of the United Nations High Commissioner for Human Rights, DiCarlo reported that at least 17,257 civilians have been killed and 53,693 injured in Ukraine since February 2022. She also noted a sharp rise in casualties within Russia, with 443 deaths and 2,932 injuries recorded between January and August 2026.
DiCarlo emphasized that attacks on infrastructure and civilians are prohibited under international humanitarian law. She stated that Russia and Ukraine must now choose between an expanded conflict or a conscious decision to pursue peace.
