Labour Party Unveils Rent-to-Buy and Renter Protection Plans

The New Zealand Labour Party proposed a rent-to-buy scheme for public housing tenants and a ban on no-cause evictions ahead of the November 7 general election.

The New Zealand Labour Party announced a comprehensive housing strategy on October 27 and 28, 2026, focusing on homeownership pathways and renter security. The party introduced a rent-to-buy scheme for working tenants in Kāinga Ora and participating community housing properties, providing a $100 weekly credit—totaling $5,200 annually—held in trust for a home deposit. To prevent the depletion of public housing stock, Labour pledged that Kāinga Ora would build three new homes for every one sold through the program.

To further lower barriers to entry, the party plans to increase the income limit for the Government-backed First Home Loan to $300,000 while maintaining a 5 percent deposit requirement. This move matches a previous pledge by the New Zealand National Party.

In a subsequent announcement in Christchurch, the party detailed plans to ban no-cause evictions, requiring landlords to provide valid reasons for ending tenancies. The proposal includes extending notice periods to 63 days for landlord move-ins and 90 days for sales or renovations. Labour also intends to limit routine inspections to once every six months, establish professional standards for property managers, and increase regulation of boarding houses following the Loafers Lodge tragedy. These initiatives are part of a broader effort to pivot toward cost-of-living issues 11 days before the general election.
