China Imposes Export Curbs on Tunnel-Boring Machines
China will restrict exports of tunnel-boring machines starting November 18, targeting sensitive regions and threatening critical Indian infrastructure and strategic border projects.
The Government of China will implement export curbs on tunnel-boring machines and key components starting November 18, 2026. Citing potential dual-use military applications, the restrictions target sensitive countries and regions with disputes with China, a move widely viewed as a direct action against India.
China controls approximately 70% of the global market for this equipment. The curbs threaten to delay several major Indian projects, including urban metro systems and the Ahmedabad-Mumbai bullet train. More critically, the restrictions impact strategic roads and railways along the disputed Himalayan border, which India is developing to reduce troop mobilization times.
In response, the Government of India is considering a $1.2 billion incentive plan for domestic construction equipment manufacturers. Road Transport and Highways Minister Nitin Gadkari has urged the local industry to produce boring machines to support India's planned $9.6 billion investment in tunneling over the next five years. Indian engineering firm Larsen & Toubro is already building a prototype tunnel-borer, while German manufacturer Herrenknecht is studying the impact of the restrictions on its Chinese production operations.
