Alaska Representative Louise Stutes Pays Fines for Finance Violations

Alaska State Representative Louise Stutes agreed to pay $2,643.50 in civil penalties and repay $13,869 to her campaign account following an investigation by the Alaska Public Offices Commission. The commission determined that Stutes violated campaign finance reporting requirements across the 2020, 2022, and 2024 cycles by failing to properly describe expenditures, improperly reimbursing herself, and using campaign funds for legislative business.

The investigation began after former Alaska GOP Chairman Randy Ruedrich filed a complaint in October 2025. While the maximum possible penalty reached $264,350, the commission reduced the fine by 99% because Stutes immediately acknowledged the errors and worked toward compliance. Stutes attributed the mistakes to her assuming bookkeeping duties after her treasurer resigned, suggesting the complaint was politically motivated due to her role in a bipartisan majority coalition.

Ruedrich criticized the reduced penalty as a token fine and a severe forgiveness for an experienced official. Stutes maintained that the errors were unintentional and that her detailed reports evidenced a lack of intent to defraud the government or the state.
