Philippe Juvin Urges Fast-Track Approval of 2027 French Budget

Philippe Juvin urged the French government to use Article 49.3 to pass the 2027 budget without a parliamentary vote to avoid market instability.

National Assembly finance committee lawmaker Philippe Juvin is urging the French government to invoke Article 49.3 of the constitution to fast-track the 2027 budget. By using this mechanism, the government can bypass a parliamentary vote to ensure the budget is passed before parliament is suspended early next year for the presidential elections scheduled for April 18 and May 2.

Juvin argues that a political agreement among lawmakers is unlikely, stating, "I don’t see an agreement, and I don’t see a target that could be a shared target, and I don’t see a method that could get us there." He warns that prolonged legislative debates could further erode bond-investor confidence and risk leaving the country without a functional budget.

France currently faces a deficit exceeding 5% of its economic output. This fiscal pressure, combined with political instability, has already impacted financial markets. The yield premium on 10-year French debt over German bunds has recently reached levels near the highest since 2012.
