NITI Aayog Launches India Electric Mobility Index 2025

The government think tank NITI Aayog released the second edition of the India Electric Mobility Index (IEMI) 2025 on September 16, 2026, in New Delhi. Prepared in collaboration with WRI India, the index ranks Delhi as the top state or Union Territory with a score of 84, followed by Maharashtra and Karnataka. Among hilly and northeastern states, Manipur ranked highest, while Madhya Pradesh showed the most significant improvement, climbing 16 positions to seventh place.

NITI Aayog member Rajiv Gauba characterized the transition to electric vehicles as a strategic, economic, and environmental necessity to support the Viksit Bharat 2047 vision. Gauba noted that the shift is critical to reducing India's 89 percent reliance on crude oil imports, particularly as the automotive sector supports 1.9 crore jobs and contributes 7.1 percent of the national GDP.

To facilitate this transition, the central government has deployed over Rs 92,000 crore through initiatives including FAME, PM E-DRIVE, and PM E-bus Sewa. Currently, 29 of India's 36 states and Union Territories have notified EV policies. Delhi's top ranking is attributed to its EV Policy 2.0, which mandates the full electrification of autorickshaws and light commercial vehicles by January 2027, and two-wheelers by January 2028. The government also launched the Unified Bharat e-Charge app to increase the accessibility of charging infrastructure.
