California Voters to Decide on Proposition 45 Environmental Reforms
California voters will decide on November 3 whether to streamline environmental reviews for large-scale projects through Proposition 45.
California voters will decide on November 3 whether to pass Proposition 45, a ballot initiative that would amend the California Environmental Quality Act (CEQA). The measure seeks to streamline environmental reviews for large-scale projects and limit the ability of opponents to challenge developments through lawsuits.
Tejon Ranch Company and the California Chamber of Commerce are the primary backers of the initiative. They argue the changes are necessary to address the state's housing shortage and prevent the weaponization of environmental laws to block infrastructure, including roads, power, and broadband. Tejon Ranch specifically aims to construct 40,000 homes across three new towns.
Opponents, including the Greenbelt Alliance and the Center for Biological Diversity, warn that the measure would gut environmental protections. These groups argue that the initiative prioritizes development over conservation and would lead to widespread suburban sprawl. The issue has split the state's major political parties, with the California Republican Party endorsing the measure and the California Democratic Party opposing it.
