Chancellor John Healey Pledges Business Support Ahead of Budget

Chancellor John Healey pledged to reduce business costs and support entrepreneurs in his October 28 Budget amid rising national debt and fiscal constraints.

Chancellor of the Exchequer John Healey pledged to reduce the cost of doing business and support profit-making entrepreneurs in his first Budget, scheduled for October 28. In an interview with The Times, Healey argued that reducing business costs is as critical as addressing the cost of living for households, signaling a pro-enterprise shift to support those challenging the status quo through innovation.

Healey faces severe fiscal constraints as national debt has reached 3 trillion pounds and monthly government borrowing hit 24.5 billion pounds. While he indicated that capital gains tax rates will not increase, he is expected to raise taxes on banks to generate revenue. He also defended the decision by his predecessor, Rachel Reeves, to increase employer National Insurance contributions from 13.8 percent to 15 percent, though he acknowledged the pressure this and other regulatory changes have placed on firms. To counter this, Healey is expected to introduce deregulation to remove what a Treasury source called the sludge choking firms, including potentially abolishing reporting requirements for small enterprises.

Simultaneously, the government approved gas drilling at the Jackdaw site in the North Sea to bolster domestic energy production. Business leaders have reacted with cautious optimism, though some continue to call for a reversal of National Insurance increases and reforms to business rates. The Resolution Foundation predicts the government's fiscal headroom may have halved to approximately 12 billion pounds due to rising debt interest costs.
