China Launches First National Standard System for Humanoid Robotics

The Chinese government unveiled a comprehensive regulatory framework to standardize the production, safety, and commercial deployment of humanoid robots and embodied artificial intelligence.

The Ministry of Industry and Information Technology released China's first national standard system for humanoid robotics and embodied artificial intelligence on February 28, 2026. Unveiled at an annual meeting in Beijing's E-town, the framework provides a top-level regulatory design covering the entire industrial chain and technology lifecycle.

Developed by over 120 research institutions and enterprises, the system is organized into six core components: basic commonality, brain-like and intelligent computing, limbs and components, complete machines and systems, application, and safety and ethics. The Ministry established the Humanoid and Embodied Intelligence Standardization (HEIS) technical committee in December 2025 to coordinate these efforts, aiming to transition robots from laboratory prototypes to mass commercial use in healthcare, household, and industrial sectors.

This regulatory move follows a significant production surge in 2025, where more than 140 domestic manufacturers released over 330 different models. Despite this growth, industry leaders noted persistent challenges. Committee members highlighted the need for unified interface protocols to reduce costs and a more mature supplier base to mirror the automotive industry. Specifically, the lack of standardized technological pathways for tactile sensors was identified as a primary bottleneck preventing robots from excelling in tasks where humans currently outperform automation.
