European Union member states are considering accelerating payments from a 90 billion euro loan to Ukraine to address a critical funding shortage. During a meeting of defense ministers in Ireland on Tuesday, Evgeniy Khmara, the Ukrainian Defense Minister, advocated for the front-loading of funds originally earmarked for 2026 and 2027.

While a significant number of member states support the acceleration, the European Commission has previously been cool toward the proposal. EU foreign policy chief Kaja Kallas noted that the decision to front-load contributions rests with the member states because Ukraine needs the resources immediately.

Simultaneously, Ukrainian Prime Minister Sergii Koretskyi announced that Ukraine will seek an additional 27 billion dollars in wartime financing from international partners for the current year. This funding crisis occurs as Ukraine faces a growing budget deficit in the fifth year of the Russian invasion, coinciding with ongoing nightly bombardments of Kyiv.
