Kentucky Implements Provisional Concealed Carry Permits for Young Adults

Kentucky implemented House Bill 312 on July 14, 2026, allowing individuals aged 18 to 20 to apply for provisional concealed carry licenses. To qualify, applicants must undergo six hours of mandatory training and complete a "shall issue" application process. These provisional permits are valid only within Kentucky borders and expire when the holder reaches age 21, unlike standard licenses for adults 21 and older which are recognized in 37 states.

Andy Beshear, the Governor of Kentucky, vetoed the legislation, arguing that minimum age limits for carrying deadly weapons should align with restrictions on alcohol, tobacco, and car rentals to protect youth. He also cited federal restrictions on handgun purchases for those under 21 and referenced a 2023 mass shooting at Old National Bank in Louisville as a basis for his opposition.

The Kentucky General Assembly overrode the governor's veto in a 28-9 vote, ensuring the law took effect this week.
