King Norodom Sihamoni signed a royal decree on August 17, 2026, appointing Kem Monovithya as a special envoy to Prime Minister Hun Manet. The role carries a rank equivalent to a government minister and focuses on international affairs, economic development, and a border dispute with Thailand involving the alleged illegal occupation of Cambodian territory.

Monovithya is the daughter of Kem Sokha, the former leader of the dissolved Cambodia National Rescue Party. Sokha was pardoned in May after a 2023 conviction for treason that carried a 27-year house arrest sentence. The appointment follows high-level meetings between Monovithya, Hun Manet, and Senate President Hun Sen.

Hun Manet stated that he and Monovithya, as members of a new generation of politicians, would collaborate for the betterment of Cambodia on the international stage. Monovithya has defended the appointment as a matter of national responsibility, asserting that the role is separate from her father's political history or party affiliations.

Critics, including former opposition leader Mu Sochua, characterize the move as a negotiated political deal to neutralize the opposition and deflect international scrutiny. Observers note that while the Kem family has been integrated into the government, other jailed political activists remain excluded from such arrangements.
