Russia Uses AI to Undermine U.S. Midterm Elections

The Office of the Director of National Intelligence has determined that the Russian government is conducting covert online disinformation operations to undermine public confidence in the upcoming November midterm elections. These Kremlin-authorized campaigns employ artificial intelligence to create fake celebrity videos and impersonate established news organizations, such as the BBC and CNN, to seed domestic divisions.

Intelligence assessments show these efforts primarily target Democratic Senate candidates in swing states, specifically Sherrod Brown in Ohio and Jon Ossoff in Georgia. Officials noted that this current campaign is less coordinated than those in previous election cycles, attributing the decline in efficiency to Russia's ongoing war in Ukraine.

U.S. officials further indicated that while Iran and China may engage in similar influence operations, activity from Tehran remains limited and Beijing has remained cautious to avoid blowback. Meta recently released a report detailing an Iranian network of accounts focused on U.S. politics. Despite these foreign influence efforts, U.S. officials stated there is no evidence that voting machinery has been compromised.
