Indonesia Seeks Russian Energy Partnership Amid Global Supply Crisis

Indonesia is exploring cooperation with Russia to build oil refineries and storage facilities to reduce fuel imports and diversify energy partners.

The Government of Indonesia is exploring an energy partnership with Russia to develop oil refineries and storage facilities. Minister of Energy and Mineral Resources Bahlil Lahadalia stated the initiative aims to boost domestic refining capacity, reduce reliance on imported fuel, and strengthen national energy security through expanded downstream oil and gas capacity.

These efforts occur as the International Energy Agency characterizes current global energy supply disruptions as the worst in history, following a conflict in West Asia that damaged over 80 energy facilities. While prices recently declined after Iran temporarily reopened the Strait of Hormuz, global markets remain volatile.

In a related effort to stabilize global energy prices, the United States Department of the Treasury extended a waiver until May 16 for the sale and delivery of sanctioned Russian oil already loaded on vessels. However, US Treasury Secretary Scott Bessent indicated that such waivers would not continue indefinitely.
