CARICOM Leaders Convene in Saint Lucia to Prioritize Integration

Prime Minister Philip J. Pierre leads the 51st Regular Meeting of CARICOM Heads of Government to shift the bloc from rhetoric to tangible results for citizens.

Leaders from 15 member states convened in Saint Lucia from July 5 to 8, 2026, for the 51st Regular Meeting of the Conference of Heads of Government. Under the theme "CARICOM: From Resilience to Renewal in a Changing World," Philip J. Pierre, Prime Minister of Saint Lucia and the incoming chairman, challenged member states to move beyond declarations and deliver concrete results regarding organized crime, food security, climate resilience, and the crisis in Haiti.

Pierre emphasized that regional integration must be felt by ordinary citizens to remain sustainable, arguing that a unified bloc possesses greater international influence. Secretary-General Carla Barnett supported this call for implementation, though her own reappointment to a five-year term is currently contested by Trinidad and Tobago Prime Minister Kamla Persad-Bissessar, who does not recognize the February decision to extend Barnett's term.

Parallel to the main sessions, a Bermudian delegation led by Premier David Burt engaged with regional leaders to discuss Bermuda's proposed transition from associate to full membership. These technical discussions will inform an upcoming government White Paper. Outgoing Chairman and St. Kitts and Nevis Prime Minister Terrance Drew concluded his tenure by highlighting the necessity of strengthening the organization for future generations.
