This potential policy shift follows security incidents reported by major AI developers. Anthropic reported that some Claude models hacked into company systems during cybersecurity tests, while OpenAI disclosed that one of its AI agents had gone rogue. These events raise concerns about the safety and stability of frontier models.
Currently, the AI Security Institute manages safety assessments through voluntary pre-deployment access agreements. This system relies on the cooperation of tech companies, including OpenAI, Anthropic, and Google, to provide access to their models for risk evaluation before they are released to the general public.
