Trump Administration Pauses Funding for West Coast Hydrogen Hubs

The Trump administration has halted and placed under review several major components of the National Clean Hydrogen Strategy and Roadmap. This $9.5 billion initiative, originally launched by the Biden administration in June 2023, has seen a funding freeze for two hydrogen hubs located in California and the Pacific Northwest.

Administration officials cited concerns over commercial viability, comparing the projects to failed infrastructure. The United States Department of Energy stated it will prioritize applications with a clear pathway to commercial viability, though it is not abandoning hydrogen technology entirely.

The pause triggered litigation from Democratic attorneys general in 13 states, including Washington. These officials seek to force the expenditure of funds previously appropriated through the Infrastructure Investment and Jobs Act and the Inflation Reduction Act.

Debate over the projects remains split. Supporters, including the Fuel Cell and Hydrogen Energy Association, argue that government investment is essential to compete with China. Conversely, critics from the Heartland Institute and the Competitive Enterprise Institute characterize the projects as a grift that lacks economic merit and should rely on private marketplace tests rather than taxpayer subsidies.
