Chinese Military-Linked Universities Seek Nvidia H200 AI Chips

Chinese universities tied to the military are attempting to bypass U.S. export controls to acquire Nvidia H200 AI chips through compute leases.

At least seven Chinese universities with ties to the country's armed forces and defense industry are attempting to acquire Nvidia H200 AI chips. Procurement records indicate that blacklisted institutions, including Beihang University and Northwestern Polytechnical University, are seeking leases for the processors to avoid export controls that target physical shipments.

The H200 is the most powerful AI processor currently permitted for sale in China. While the U.S. Department of Commerce requires exporters to certify that technology will not benefit military end-users, remote compute leases have created a regulatory loophole that allows these institutions to access high-end compute power.

Nvidia maintains that the Chinese military possesses sufficient domestic chips and would not depend on a small number of second-hand GPUs. However, analysts warn that even limited quantities of H200 processors can accelerate the development of cyber operations and autonomous weapons.
